  Portal Station Dedicated to Rafter who Passed Away The Bureau of Land Management (BLM) in Fremont County, Idaho paid tribute with a ceremony last Friday and dedicated a portal station to Joe Leffel, a BLM officer who died two months ago in a rafting accident in Alaska.
